The bar goes straight up as high as you can get it, dragged along (rubbing) the torso the whole way. In the finish position, the elbows are pointed way back.
In a regular BB or db curl there's not much work being done at the top end of the rep, the contracted position. The drag curl fills in that gap, so it goes nicely with regular curls.

Just in the interests of complete disclosure, I have never done more than play with this exercise, not really tested it to see if it is worth anything or not.
Believe it or not, there was a time when steroids were not nearly as attainable. Guys who were well connected could get them, but many could not, including the average beginner bodybuilder whose main connection was the bb mag he read every month.
To fill the void, there was a constant push to invent new exercises and new variations on the basics. Some of the inventions have stood the test of time, like preacher curls, some probably stink, and some like drag curls may be in between, maybe good, maybe not, def not tested and proven by many people.
Not saying they are worthless, just not giving them a two thumbs up glowing recommendation either. Back when steroids were way harder to find, so were well equipped gyms. Today most guys just use machine curls to hit that contracted position with continued resistance, that may be why drag curls never got tested much.

another question for dc training, what is Hammer strength underhand pulldowns....is that a type of lat workout?

There is a whole line of machines called "hammerstrength," either your gym has some of them, or it doesn't.
That's a specific brandname, not just a generic name, like, say, "cable equipment."
HS has the rep of making high quality stuff that is very "free-weightlike" in its feel, while sometimes eliminating some of the drawbacks. There are often more than one machine per bodypart.
